If this is on your roses, you have rose blight. Pick off all the yellowed leaves and make sure to remove all from the ground. Once the area is clean, mulch well. Use a rose blight spray. Some roses are more susceptible to blight than others. Be vigilant about cleaning up after those that are showing signs. It will spread to your hardier roses.
