Magic Rubber or Baby Wipes.........
Use your blow dryer to remove the layers of dust. If it is a cloth shade, I use a mild dishwashing solution and let air dry. If it is a plastic shade, use a Mr. Clean Magic Eraser. If there are old stains, try using Spot Shot (carpet cleaner) spray on a small area --- if it works, use more.
You could also use a lint roller.

I'm going to try all of your suggestions and hope that one if them work because the stains are real old. Thank you so much!
I use a large stiff paint brush and just go over the whole thing, that gets the dust off and then use a damp cloth to get any other spots off.
