Provide pumpkins, carving tools, acrylic paints, misc decorations, etc for the attendees. Offer snacks like popcorn and candy, warm apple cider, sodas, etc. Print out lots of cute pics of decorated pumpkins from Pinterest, etc to give people lots of ideas and spur their creativity. You caould let people vote for prizes...most creative, most popular, cutest theme, etc.

I bought a couple dozen foam pumpkins at the dollar store. I had my grandkids paint faces on then, used raffia and curly paper for hair, extras were cowboy hats tiaras, scarves, paper ears. We had them decorate theme pumpkins also like Nemo, Disney, and Ninja... The kids had a ball.
Have different stations set up. One for snacking, one for painting, one for decorating. Take lots of pictures of everyone with their pumpkins when they are finished and all of the pumpkins displayed together.
If using real pumpkins, hopefully you can do this outside. We used to do this with kids and adults out on our patio using real pumpkins as it makes a mess but a lot of fun! I gathered up odd bits of craft supplies, googly eyes, raffia, scrap fabric, markers or anything to be used as a prop for the pumpkins.
We also had a pumpkin pinata for the kids filled with Halloween candy too. I found mardi gras type beads in orange, purple and green one year and those were a big hit in the pinata too.
For food, I made all kinds of dips with chips and veggies, cheese plater, deviled eggs, popcorn, pumpkin bread, etc., anything that could be made a day or more ahead of party day. On the morning of the event we grilled up hot dogs, brats, and various sausages then placed in my mother-in-law's Nesco roaster (that thing has got to be 60 years old if it is a day and still going strong), with beer, butter and onions and let simmer away.
We took pictures (back in those days it was film to be developed and we sent a copy of photos to every family), and everyone had fun decorating, eating, drinking and socializing.
And the day after the event I roasted all the pumpkin seeds!
