I haven’t tried this but I think Tarsol would do the job. It removes tar well.

There is a product called "Goof Off" that might work for this .... wear a mask... it stinks !
From a hardware store or department , find a cleaner with turpentine. It's made from sap and can dissolve it. Or get a bottle of Extra Strength Goo Gone. After you remove the sap, wash the whole cover with vinegar 1/4 and water 3/4, plus a squirt of Dawn. Rinse and dry. Spray with RainX to help keep sap and other things from sticking to the cover.
