You can try thoroughly wetting it in cold water and then laying it out on a flat surface and pulling it into shape again. Leave it on the flat surface until it dries.
You can not unshrink a wool sweater. Once the fibers have shrunk up they will stay that way. Sorry.
I have used the fabric softener method, but used an 8 oz cup of fabric softener in the bathroom sink and cold water. Then reshaped on a beach towel and air dried. Then to get all the fabric softener out once dried, I handwashed in cold water, again in bathrom sink and rinsed and rinsed till the water ran clear. Then reshape and dried on towels again. A bit of work, but it saved one of my favorite sweaters.
