Perennial flower garden

I need some instruction on designing my own perennial flower garden. My assumption is it should be tiered to place tallest in back, then decreasing height to the front. But, I also need to know what plants to choose. I live in NW Iowa, but I don't know what region that is for choosing hardy plants. I even have trouble getting mums to return!

it looks like much of Iowa is in Zone 5 with the uppermost NW Corner in zone 4b. maybe this link can help

Here is a link to find your Zone! Tis site also has a wealth of information too. Once you know your Zone it will be easier to choose plants and shrubs to achieve your goal.
