I personally don't like the idea of a rug-- even one for outside-- being used outside. Concrete is more permanent and there are a lot of options such as paint. A concrete stain can give the concrete an almost stone-like look.
Personally I would paint. Less issues down the road.
Don't do rug it eventually causes mold and attracts bugs like earwics
I personally use indoor outdoor room size rugs. You can change them out whenever you want to change anything on your patio.

I always find that the outdoor carpet looks tired a bit too quickly.
Bought my second indoor/outdoor rug from Home Depot this summer and pillows from Plow and Hearth. Cute combination. If you paint, make sure paint will not become slippery when wet. Nearly fell on a painted concrete surface.
