Why are my "wild roses" turning brown and not blooming?

I have used Seven and other powders and sprays for roses to no avail. When they bloom the bloom comes out pink then starts to turn brown and dies before it can come to full bloom. They have bloom beautifully a few years ago but for the past several years this happens. Any suggestions? I cut them down in the fall to about 1 foot. My other roses do well. As you know wild roses have a most wonderful fragrance and I miss that. I appreciate any suggestions.

This could be more than one issue,Bud dropping is a sign of insects,brown leaves are a sign of fungus. Try using a systemic treatment for roses by Bayer....three in one....insect,fungicide and slow release fertilizer.
The buds aren't dropping and the leaves are not brown. The buds turn brown but don't fall off (I prune them off). The leaves remain green.
