Do you mean road noise? Heavy draperies will absorb some of the sound.
Heavy drapery helps deaden outdoor noise.

Your double windows will keep more noise out than single pane windows. But, what Kim said, above.
Put up room darkening shades - they not only keep out the light, but help muffle sound.
Storm windows in addition to your current windows can work nearly as well as some double pane windows. If your window jambs are deteriorated enough that there are actual holes in them, you can fill the holes with caulking. Down side is you won't be able to open the window anymore.
