White Vinegar, use a UV light at night and see where the cat has pee'd it effloresces in UV light, mark the area then clean it with white vinegar and baking soda / Sodium-Bicarbonate dusted over - kills the smell and stops moggie doing it again

I've had good luck with Nature's Miracle products. You can find them at pet food stores and some super markets. Good luck. I hope you let us know what works for you.
Melaleuca sells natural cleaners without toxins and one is Solumel. It removes stains and odors. Tell them I referred you.
On solid surface use a varnish to seal the smell after cleaning.
Get rid of the cat.
I've used ammonia to get rid of urine odor. Not sure how big of an area you are treating but pour ammonia in glass containers and set in room where odor is. Might take several days but odor is gone. Now if you are talking about a wood floor I would try cleaning with ammonia before replacing the floor.
I would add a cap of vinegar to his water bowl from now own. It not only neutralizes the smell but will keep his teeth clean. At first he may avoid the water but just put a small bit of salt in his food. The only way to get a horse to drink is to salt his oats. Same for the cat.
