cat wee is oil based, not water based like us humans. There are enzymes to break down the wee. Natures miracle is one. Urine power away is another. Make sure you treat the mess clear down to what is under the carpet...is the actual floor. Concrete is porous if not sealed. Same with wood.
Citrus Magic has a product called Pet Stain and Odor Remover that is the ONLY one I have found to work with just one application. As a former Vet Tech I highly recommend this product. Just go to Beaumont or Citrus Magic and order online straight from them. Although, I've heard a rumor that a couple of major retailers will be carrying it soon.

sprinkle baking soda on the area then use white vinager. peroxide afterwards for sanitation. I had a whole carpeted room that i believe was used as a litter box by the previous renters. I rented a shampooer [$60] it made it worse. I then read about the baking soda and vinager. when dry no odor whatsoever. good luck!!!!!
