Add a cup of vinegar to your final rinse cycle. It will take out some of the built up soap and recondition the fabric.
Sounds like your detergent did not all come out in rinse cycle. I would run them through rinse again and then fry them. This should help.
First, what is the fabric content of your towels. Next you are most likely using far too much soap and / or fabric softener and it doesn't rinse out (check your eashing machine to be sure the entire cycle performs properly), then dries and stiffens in dryer.
I use a "clear and free" detergent, add a couple heaping tablespoons of baking soda and vinegar in the fabric softener cup. In the dryer I have 3 or 4 "felted wool dryer balls" and everything comes out soft and fluffy.
If don't like fabric softener in your towels, try 2/3 to 1 cup of baking soda in the wash cycle w/ your detergent. Consider the punts by the size of your load.

2-3 dryer sheets in each load
Try vinegar in the rinse. I'd suggest fabric softener, but that can affect how well a towel absorbs.
