Try using a Mr Clean Magic Eraser. They are great for removing built up dirt and soap scum. After the build up is removed, use sandpaper to remove old paint, etc.

Use citristrip for the paint removal, then use a heavy purple degreasing agent for the grime.Once that is done use a glass gleaner
I would try nail polish remover, to remove the paint or turpentine. Clean to the dirt and grime with a ruff sponge and vinegar.
