I would paint over it! Make sure to use a really good primer first.
When we removed our wood paneling... there were dark zigzags of glue swirled all over the walls that did not cover with primer and paint.... we finally covered it with a product called Venetian Plaster.
Paneling is just another layer of insulation. Keep it and paint over it.

Hi Stephanie. I would prime it and paint it. You can also remove some of it in a few rooms. You have to be prepared to fix drywall or even put up new drywall under some of it.

All a matter of personal preference and budget - and what is or is not behind the paneling. You can paint over paneling and is the cheapest method. If budget is a concern, that is what I would do to "lighten up" the rooms until you can budget for sheetrock in the rooms you want to change.
We just used joint tape, then applied a coat of the stuff they coat dry wall with that looks like plaster. It worked. We finished by painting the wall. Looked like a new plaster wall. Just be sure you tack the paneling to make sure it won't give under pressure first.
