You can get enamel paint at a hardware store. You'll need to remove the knobs, clean the area thoroughly making sure no grease is left, and let it dry for several hours. When you're sure it is dry use the enamel paint. I don't remember how long it says to let it dry, but I'd avoid using the stove for 24 hours. It won't look totally the same because it will be very slightly raised over the surface of the present enamel that surrounds it, but it will look a lot better than the stains look. Oops! I'm assuming you're talking about the kitchen stove, and you may not be. In that case, do the same cleaning but use paint designed for the surface that is stained. If it's something like a silverware drawer it would make more sense to remove the knobs, clean and paint the entire front of the drawer, let dry, and replace the knobs. You might want to get new knobs at this time, but reusing the old ones is fine assuming they are clean or at least cleanable.
