I would not recommend painting the wall paper,down the road it will peel and bubble
If you paint over wallpaper, it could end up bubbling up underneath eventually. But if you do want to try it, you want to use a really good adhesive primer first, then paint it.
Sealer followed by paint
Wallpaper is probably POC or Plastic Over Corrugated. You can paint it by following this sage advice. Good Luck!
