The most important part of any paint job is prep work. So you want to clean, repair, sand, and prime your veneer. Then you can work on your paint. You don't say if you're doin furniture or cabinets, but the process should be the same. This should help you:

I agree with Linda. Prep is the key. You can use any paint you choose, but make sure you prime.
Use chalk paint - very little prep and it will cover in two coats. Then you seal it with wax or water based polycrylic.
Im a biiiiiig fan of chalkpaint too!
You might have to order on line. Try Michael's or Hobby Lobby. Annie Sloan is awesome stuff. No matter what, sand that plastic! Most all paint wants to peel off otherwise, including chalk paint. Think if you were painting glass. It needs a "tooth" to hang on too. If it is to get a lot of use I would prime it first. Your time is irreplaceable so do it right so you don't hate it, then have redo it!
