I would better safe than sorry. Unless u know what u are doing.
You might want to check with your city, or at least speak to a trustworthy contractor, to make sure your new breaker box is up to code for the house. If you just need to install the breakers themselves, and not the whole box, I don't think you need a permit, but still check, just in case. Someday you may sell your home and you don't want it to be a repair nightmare for the next person who comes in, or find issues during the inspection that cause the selling price of your house to lower.

the only reason i know to change them if 1 is bad and not "breaking" as it should. it happens.
