I have done this. You have to steam it to soften the glue, then use your scraper. You can use a small clothes steamer, or hold your steam iron close to it.
Yup the clothes steamer is the first thing that came to my mind too!
You can buy water remover in a spray bottle and it should work for a border.
I have used DIFF and a scrapper. Then I washed the area with a bucket of warm soapy water.
Are you steaming off the wallpaper?
I used a solution of fabric-softner, and water and put it in a spray bottle and sprayed it on let it sit for about two hours, and it scraped off pretty easily.

If you spray the border with water and then run a scorer over it, which you can get at a home supply or paint store, This makes the paper easier to remove.
