Use a privacy film on the windows,available in a variety of patterns
You can get contact paper type window sheets that have a frosted look, to let the light in, but not the neighbors prying eyes on the lower part of the windows. Then for the top you can install a cafe type curtain, so you can still look out when you want, but high enough that the dogs can't reach.
There are treatments for the glass that could help with this problem. I have seen some on this site that do a lattice work of material that make it hard to see in but easy to see out.
My friend had this same problem she’s got two of those mastifFS dogs. We re-arranged the room and placed a large sofa table with two accent chairs on each and Roman shades. she practiced ringing the door bell by using a bull horn that the dogs were afraid of. Another idea is if you can and a half door blocking them from entering that room u til they learn not to go at the window. Just a thought📌

I too have a large dog who races to the big window in my living room. I also have blinds and drapes on this window. There is a sofa blocking the window and an end table on one side and an artificial tree on the other. There is no way the dog will get to the window. Put an obstacle in the dog's way is all you have to do.
I have a Labrador Retriever and 2 front windows (with a 3 inch sill) so I identify with your problem... Our AZ house faces west so we put the Solar shade screens on the outside of all our windows when we first moved in. It keeps the sun off the windows to help with keeping the rooms cooler and you can't see in the house during the day. To give additional light control in the afternoons I have an outdoor grade roller sun shade inside the windows and it fits flush against the window glass when down.. so dog nails can't grab it... and it is some what see thru so Boyo doesn't try to get behind them. And I hung sheer-ish panels on the windows for aesthetics, so they are open most of the time.
I also have a FLY SWATTER....Boyo starts trampling on my drapes and the fly flap goes to work...the "whistle swish" is what gets their attention (Lab vs fly flap... hmmm...not much real damage there) All I have to do now is hold it up... and Boyo gets down (out of the window)

I have a big dog and an original big single pane glass window in the living room. The previous owners put vertical blinds to fit the window (sorta)...I have an antique trunk with a Tiffany lamp and other decor depending on the season, but when she gets excited, ruff up, she just pokes her head through those vertical slats no problem. I leave her about a foot or so open space. It’s pretty funny to see from outside, except when I’m leaving her alone and she’s watching me drive away. 😅😢
