    Your answer is roman shades.
Sorry, but I think drapes with sheers are going to be a little too much for that short window.

Hunter Douglas makes a Silhouette Shade. They are blinds between two pieces of sheer material. So you can pull them all the way up into the housing for open windows, adjust the blinds for a sheer look or completely close the blind for full privacy.

Put hooks in the top or above the window and hang interesting plants in wrought iron bird cages or planters... pretty plants on the bottom.
Glass shelves with colorful clear vases, bottles, etc.

The photos are so dark it is hard to tell if windows are inset or not. If not, I agree with the Roman shade idea, but it should be hung right next to the ceiling and cover the space between that and the top of the window, except when you wan to lower it. Again it is hard to see the decorations on the window sill, but they should bear some resemblance to each other and be "styled" also I think the clock should be lowered.

Were you wanting to sew window coverings yourself, or are you open to a higher end option, such as california shutters? They are most versatile, as they allow full coverage, from fully open to fully closed, and every range in between with a touch of a finger.
Have you thought of putting a pad on the ledge in front of the window and making it into a window seat?
