We use outdoor furniture covers.
Furniture covers or store them.
I stack mine together and wrap them in a clear painters plastic tarp and tie it around the legs to secure it.

I think u should Google on how to clean and dry the metal first so the rustoleum will stick
I spray all new metal furniture or yard ornaments with polyurethane. Each year in spring I clean and respray. I have found that this prolongs the life if my pieces. That said, I live in the south and winters are mild.
Cover with ready made outdoor furniture covers available almost anywhere and store items in a dry area, if possible. I have storage beneath a bedrm. the previous owner added on (he had 7 children) and this area is ideal.
Furniture made out of what? Plastic furniture just set in a covered area. The polyurethane idea is good. I even sprayed an old wind chime after cleaning and spray painting it. The polyurethane helps protect metal and wood stuff from the elements. Or just a few light coats of paint.
