I would suggest starting with the walls. Remove the baseboard molding first and don't replace it until you finish the floors. That way if you do have spilled paint or drips, you can wipe them up.
always start from top work down -- paint first, that way, any "drops" on floor will be sanded out prior to refinishing the floors.

definitely paint walls first. Somehow some paint always ends up where you don't want it and I would hate for some to end up on your newly refinished floors.
