The “fix” you are looking for is a drywall issue. It is improperly installed drywall. Take a razor knife and cut out the section that is puckered. You don’t have to cut all the way through! Then redo the mudding only. You only want to redo the surface. This is an easy fix. ( when We bought our house, these were everywhere. I am fixing them one room at a time.)
Actually it is not improperly installed drywall - it is a poor mudding issue. The tape used to cover the crack where the two pieces of drywall meet was poorly done. You can use a razor blade to remove the old and puckered tape and replace it. You can find a how to videos on the internet if you are unfamiliar with tape and mudding drywall.
to me it looks like movement so check for that also for leaks if you want to keep the original look that's what to do movement can be a problem if every thing is ok slice a small piece with sharp knife inspect if no major problems it can be fixed back the whole problem can be done like that putting mouldings over means the whole room and could be covering bigger problem.
I am with the folks who say it is a bad drywall seam. I have places like this in my home and plan to repair them before painting. My suggestion would be that if you decide to repair the seam (instead of covering) use the plastic mesh tape rather than the paper tape. The mesh is slightly sticky and is much easier to work than the paper.
After making sure you don't have a leak, add moulding. But the trick is to only attach it to the ceiling. This way if there is any up & down movement, the moulding will move with it & not rip out the wall.
