I live in the foothills. I get pine cones and place them where dirt shows. Cats don't like them. They are sharp
Try using plastic forks with the prong side up ,spray citrus oils on the pots and put citrus peels in the soil
home Depot or retailer sells stuff called "deer off" that should work on my animal. It smells tterrible when you put it on but disappears to humans quite quickly but your cat will still smell t & stay away .mgood luck!
You can get some plastic needlework or mesh canvas from places like Hobby Lobby or Michael's. Cut it to go around your plants and place it on top of the soil or just under the soil. The larger or heavy duty works best. If the cats can't dig in the pots they won't go in the pots!
i used to use black screening material, you can try just laying it inside the pot or taping it to the inside edges of the pot with duck tape
Try putting balled up newspaper or something else noisy or uncomfortable over the dirt. Maybe it will break their habit. I would also try to overwater the soil to rinse out/dilute the urine scent so they won't continue to be attracted to it. Good luck.

Slice lemons into wedges. Put slices into small containers and place on top of dirt closest to outside edge of pot
Cover the dirt areas of you plants with crinkled up plastic bags. Black ones look OK, as they kind of disappear at a distance. I was them up some so that I can still water the plants easily. It works wonderfully.
