Well I have done this..and it worked out well..doesn't last the longest..but it can be done..

I woild not recommend applying wall-paper to tiles,I would paint the tiles
My vote is no. You can but it will not look good and you will be unhappy and sorry you spent the money on the wallpaper. Do it right, remove the tiles, install new sheetrock if necessary, prime the walls, then wallpaper.
Yes you can!..but don't expect miracles though...I did mine about 2 years ago and while there are some spots that the paper is un-gluing...mneh...it still looks pretty good :)
I think painting would be better than papering. Paper seems like it would never stay or look right..and would be a real b--ch to remove if it doesn't look good.
