I would discourage you from attempting this. Due to the slippery surface of the blinds, (both plastic and metal) paint is unlikely to adhere evenly. The job will be messy, there will be much wastage in paint, and, considering the cost of paint, brushes, and clean up, it might even be more costly than new inexpensive mini blinds.
Due to the constant banging and scraping of the slats against each during normal opening and closing functions, it is also unlikely that the paint will have any durability. You will probably end up with a big mess of blinds that will be even more expensive and time consuming to try to remove.

I have seen some people cover them with fabri. The side that faces you will be the side covered. If the blinds are plastic you can use spray glue and make sure the fabric is smooth on each blind. A old credit card is good to use. It will take some time to do each blind but it can be done. After you have glued each one then you can turn it over & glue the extra fabric on the outside part of the blind. Good luck & post it when your done.

Yes it is slippery but you can buff with fingernail Emory board.
What about spray painting them? Would love to know how it would come out to spray paint them!! Why would you tempt to paint them with a brush??
