They can be painted as long as you use the spray paint for plastic.however you will have to remove the cords first. I think it may be wiser to purchase a new one instead.

Just put them in a tub of hot soapy water and lightly scrub. I put a towel on my window sill, hang them back up, and let them drip dry.

My home came with blinds on the windows. To revamp and freshen the look for the kitchen blinds, I spray painted them. In the dining room I used wood grain contact paper. The paint was much easier to work with. I re-strung the blinds for both rooms. Our living room blinds are the fabric covered vertical type that clip to the track at the top and have a stabilizing cord at the bottom . I am planning to replace them for a totally different window treatment.

You can spray paint the mini-blinds, but the finish will not be very scrub able. The cheap plastic blinds have a slick surface and the paint will easily scratch off. Instead of mini-blinds had you thought of using an opaque vinyl window film. You can easily apply a static cling film half way up the window for privacy and leave the top portion clear or film the entire window. The new vinyl window films are easy to clean, wipe with a sponge and still give you the privacy.
