Wallpaper was often papered over in England. In some old houses if you started to strip back you would find many layers of old paper. Hazel
Mix 1 part Downy fabric softener with 3 parts warm water in spray bottle. Spray on paper, wait 10 min. And remove paper. It helps if you lightly score the face of the paper to let the liquid get behind paper. You house will smell great too.
Removing wallpaper should be used as punishment. Lol!! It is boring , sticky, and laborious. Using an electric steam wallpaper remover would be the best way of removing it. If you want a budget friendly, a basin of hot soapy water a metal hand scraper ( can buy in hardware store )and a sponge to wet the walls first, let the water soak in for a few minutes, then start scraping. Yuck!!. As you can tell it's not my favourite way to diy. I hate the feel of soggy paper, but if it needs to be done, then suck it up and do it.
DO NOT be tempted to wallpaper over years of paper, it will stink to high heaven. You will end up wasting money and you will still need to strip it off.

Steam it off. A lot of work, but you will receive enter looking end results. You can rent the scoring tool and steamer at home improvement stores. See if this link helps!

Best Way to Remove Wallpaper
Don't recommend wallpaper over wallpaper. You can, but if you decide to remove it later it's twice as much work. Hopefully the wall was primed before it was papered. If so, it's pretty easy. Spray it with a combination of warm water and white vinegar, let it sit for a few minutes and use a wide flat blade to gently lift the paper from the wall. If the wall hasn't been primed however, you will end up with a major mess because it will damage the sheet rock. If that's the case, remove any loose paper and spackle and sand any ridges. I would go ahead and prime the wall before you repaper if you are going over existing paper. Sometime the pattern will show through the new paper. Priming will prevent that.
Hire a Steamer for a day!
