To add something that will not allow water to go through, you will need to slope it and maybe even have to add additional support for the upper deck. You can add a roof above that would help with the rain. This all comes down to $$.
You could cover the ceiling of your bottom deck with those corrugated plastic sheets. Just be sure to slant the sheets out toward the yard so the water drains. That would probably mean adding some furring strips to the rafters to create the angle. When doing that I would add extra supports under the deck to make it sturdier!

You can sheet the floor of the upper deck with plywood. There is a special paint available to seal the plywood. If you have seams there is a special tape available for that too before you paint.
You are very welcome. You could also paint a design on the curtains.
If you are going to use the plywood, purchase the treated wood. It will take years before it starts to rot where the regular type will start to loosen the glue almost immediately. If you are going to put a rug over top, I would seal the plywood anyway with a clear wood sealer. Good luck on your project.

Hi, if it were my house I would refinish both decks, add outdoor string lighting to both decks. Upper deck add a trio of hanging candle lanterns in corner, bistro set, small rectangular umbrella solid color maybe cranberry or a deep sage green, outdoor rug to cover the upper deck like an area rug, add to Long rectangular Planters with red flower type plants that would hang over in Spring and fall time. Lower Deck: 3 large square pots(on ground) with Cyprus type trees and add white Christmas lights to them(place in front of pillars), large "old fashion" bulb string lighting overhead extending over bbq (you'll need to attach to news poles attached to deck) appearance of 'villa lighting ', refresh pillars and railing with new paint with a bolder color and add a few pieces of outdoor furniture. Have fun!
There is a product specifically meant for this purpose. It attaches to the underside of the upper deck and directs water away. It is similar to the corrugated material someone suggested. It’s been featured on several of the hgtv type shows. Sorry I don’t have a specific name for the product but bet a home store can tell you about it.
