Try Kilz brand primer/paint - you can find it at Lowe's, Home Depot, Walmart, etc. It works quite well as long as the spot is already dry before painting. Be sure to repair whatever is leaking 1st.
Use a stain blocking primer
Make sure that you have solved the water problem(s) before you waste time on the paint. Plastering a water leak crack/ issue will not keep it from returning. IF you are repaired and dry and still stained, you will need a stain sealer, like Kilz paint, then repaint with your ceiling paint.

After the leak issure is addressed —- try one of the stain blocking primers.
We had to try a few different primers trying to cover a stained wood ceiling. The wood stained ceiling was primed and painted but the knot kept bleeding through. The 1-800-number customer service helped provide additional free product when their product failed sometimes have to try more than one primer.
