There is a gizmo you can pick up at Home Depot or Lowe's that has rolling teeth that pokes holes in the wall paper, doesn't damage the sheetrock underneath. I used a mixture of Downy (the original) and water. I don't remember the ratio but I'm sure you can goggle that part. Spray it on the wall, small sections, starting at the top. I used a wide paint scraper to start the "peel" just below the ceiling. It is hard work, my arms killed me for days afterwards. LOL. Hope this helps.
Using the paper tiger perforation tool and commercial wall paper remover has always worked for me. Ive never used a steamer personally.

Best Way to Remove Wallpaper
I have removed more wallpaper in my life than I care to admit. Steam it off. Rent the scoring tool (it makes tiny holes in the paper so steam can get in, the more holes the better the steam works) and a steamer. Score the walls till your arms want to fall off, then score some more. Move the steamer very s l o w l y over the surface. This link will help you out.

I’ve done that......still comes off in 1-2 inch pieces. 🙁
The paper perforation tool is a must. A spray bottle with water and vinegar (1/3), water (2/3). Get this solution very, very warm, , spray an area about 12-18 inches from the ceiling. Let is soak 2-3 minutes and start peeling. Some of that solution will run down the wall between the paper and the dry wall making it easier to peel as you move down the wall. Using Dawn instead of vinegar will work well, I'm sure. But be sure the solution is hot. Have fun.
