Hmmm. Looks almost like whatever they used to spackle the corner is coming thru. Almost like it didn't dry before they painted it. Or, a poltergiest
You will probably get several answers, and maybe one will be the correct one. I say it's pink mildew caused by moisture on the inside of the walls. Is this in the bathroom or kitchen? I would watch this video and treat it like a mold/mildew. If it doesn't work you can go from there.

You may have moisture behind the walls reacting with the calcium carbonate in the drywall/plaster and surfacing. OR the walls were not primed properly when painted and the paint may be chalking. Try washing what you can, then use a good stain blocking primer and paint. If it does come back there is an underlying problem within the walls.
You don't tell us what the surface is? is it grouted, caulked, painted, tiled, and if you know what is the substrate?
It looks like mold to me. What does it smell like?
Look up phos-phor-escense (sp?) Had this prob in a basement not mold, but a pain none the less. Chemical reaction between things that showed as white, powdery, "fluffy" stuff/substance on surfaces. Never found a solution to problem, tho. Sorry
