Hello. I am not sure about the hair dye, but for the blood hydrogen peroxide works great. Pour some on the area and blot up. Repeat if necessary. You will see it start foaming once you pour it on. This lets you know it is working.
Hydrogen peroxide will remove the blood... and may lighten up the hair dye... just test the full strength peroxide on a hidden area of the carpet in case it removes the color.
For blood long as the blood has dried and set into the material too long? Hydrogen peroxide works great on fresh blood, but not as well on blood that’s been sitting in material for several days! Other cleaners I would recommend finding out what materials your carpet is made of if you don’t know? Might talk to a carpet supplier on what they recommend for the stain and carpet you have?
If it's permanent haircolor...permanent is the operative word. Depending on the color, dye the carpet??

That's. 3% hydrogen peroxide, not the hair bleaching kind! We used it to get blood out of our uniforms when I worked in an ER.
There has been this product thats available in tiny booklets selling bits’n’pieces,& this product has been around for over 30 yrs, though most dont look at it as much seriousness due to where its been sold only... White Wizard; its in a basic plastic container with basic print~ & is a white type of paste that turns clear... this is a great product to have around however i back it with another product called Spot off. I tend to use the Spot off first if fresh stains, followed by White Wizard; or vise versa if the other way around.... i have had many years with working with products as a decor/& building artist & find this the best of anything... better still no high chemical use in both products.... & no deadly bleach smells :)))
