uh...NO! A stick welder is definitely NOT what you want to use to defrost a water line.... and what does a frozen water line have to do with no heat? Use a propane torch... like you use to burn weeds... try and heat it enough to get water.
I wouldn't mess with something a utility company did. You could end up in a whole lot of trouble.
That doesn't sound very safe,have you thought about using the type of electrical stuff you buy to put on your roof that heats up to not allow damming? I wish I knew the correct name but it just looks like a cord from the street so I am assuming that you can just purchase at a home store. But you just posted this so goggle or YouTube really would be quicker then us when you have a frozen line right now. Your town or village can't help you out? In the meantime keep it covered to hopefully keep it from cracking. That would cost at least as much but probably more than hiring someone to handle this and they have the equipment on hand.
I would get with the truck that hit the utility pole. It was their accident that caused the problem. Tell them what happened after their truck took out the pole and tell them they need to do something about it. If you don't know who took the pole out, I'm sure the police have an accident report.
Yeah I would contact their insurance company, they should at least send someone out to put up a U-shaped tenting with those power heaters they use during construction to unfreeze the pipes, and they should also be bringing you a supply of emergency water. And I would also contact your homeowners insurance and explain whats happening and see what they can provide.
candle lanterns if you have them - will put some heat in the house...do not light a grill in the house. you can light it out side and warm up a few red bricks they act as heat sinks. good sized rocks work as well. get everyone to camp out for the night in 1 room. did you shut the water valves?
