you haven't said what the glitter is on?
If it's something like glass then I have successfully used layers. Of glitter and PVA glue, finishing with PVA. The glue is watered down two parts PVA one part water. Leave to dry between coats.
If it is fabric, I have heard hairspray works, but I have yet to try it.
I don't know what the glitter is on but if it is on wood just use clear spray paint . On other projects you can use modge podge. I actually put glitter on a wall in a bathroom once and just put cleare verathane over it . It lasted for years.

Depending on the surface, you can use hair-spray to fix it in place.
Then if you want to remove it perhaps some nail polish remover. (again depending on what it's on). Good luck
