How can I keep glitter from falling off of ribbon?

Probably not, unless you want to take it outside string it all out on a fence or something, and then re-spray it with clear spray, considering it’s already freezing temperatures now.

Modgepodge might be helpful, it would it seem more plastic like tho with a possible sheen —if selected.

Spray with hair spray!

Seal it with a clear aerosol sealer! You can pick them up at any craft store. Make sure you get glossy so it doesn't dull the glitter shine!

Aerosol hairspray always worked for shedding wild flowers, so it might work for shedding glitter
