A lot depends on whether pipes have to be moved, relocation of other items. You need to get estimates form 3 contractors. If the steps are concrete it can be a very big job.
Can cost quite a bit. Suggest you call at least three good contractors.
will you be using the same stairs or new ones? depending on where you are moving them and type of wood, etc. I would suggest doing some research at some place like Home Depot and they can show you how to do these projects or try going to Youtube.com for video instructions
It is pretty much a major remodel. Especially if you are relocating away from a load bearing foundation wall and cutting a new opening in the floor above. Without strong structural support of the room/floor above you could be creating a problem as high as the roof. Unless you know how to construct a load bearing wall you need an architect to design it at a bear minimum.
It might be possible to seek your local college and see if one of their architecture classes will draft a plan as a learning assignment. To make a cost estimate without a plan is next to impossible.
