How big are the figures and how much do they weigh? Do you want the shelves to hold other things, or just one figure per shelf? Try cutting a triangle of paper or card to visualize where the shelves will be. You want the shelf size to be a good one for the pieces, so that they don't look as if they're lost and alone or about to fall off! That should determine the size of the shelves and how to attach them. Do you want visible brackets below the shelves (the easiest, w/ strength) or 'floating' shelves? Have you thought about material and how much you want to spend? Wood? metal, paintable or stain? This should get your creative gears going!
