Have you tried warm vinegar water after you have scored the wallpaper and then it sit?

We had the same problem and then used a steamer. You can rent or buy them. Great tool for wallpaper.
If it's pre-pasted paper it should come off after soaking with water. Sounds like you are dealing with old paper and paste or multiple layers though. It is hard work and takes forever if this is the case. I agree with the other response-you have to score it first-the tool is sold for a few bucks at home depot-then soak with a sponge and scrape, scrape, scrape
