Best Way to Remove Wallpaper
Steam it off. Use the scoring tool.

Fabric softener and a paint scraper work too, but be careful.
Wet it down with water and a sponge and use a spatula or a plastic spackling tool to gently peel up. It takes time, but you can do it without damage. They also make a spray on wallpaper remover that you can purchase, but seriously if you have the outer layer already off, water works good enough.
Hot water and vinegar, equal parts. Use a spray bottle and put towels on floor to absorb the mess. Work in small areas. Saturate the glue. Let sit for 10-15 minutes. Use plastic bath scrubbies that are sold for personal use (in the cosmetic department). Wipe clean.

first you remove the top layer by letting wallpaper remover sit on it a while, then peeling it off. Then reapply the remover and use a scraper to get that layer off. If you’re gouging your wall, you’re not using your scraper correctly. Hold your scraper’s Handle almost flush with the wall and lightly scrape. If you let the remover sit long enough it should easily come off. You can also use fabric softener instead of wall paper remover.
