Best Way to Remove Wallpaper
Buy a scorer and a scraper, use the spray bottle for wallpaper removal - when it is glued like this - it takes forever and comes off slowly in small strips. We have even put up 1/4" drywall over the top of wallpaper!
Have you tried putting the vinegar IN the steamer? I had trouble removing wallpaper with a steamer once too, but found out that if I added vinegar and held the steamer to the wall for longer periods of time, the paper fell right off. Patience is the key, don't be afraid to keep the steamer square in one spot for a couple of minutes at a time. The longer it stays there, the easier the paper comes off.
We have never used a steamer. We’ve had great success with the paper tiger wall paper perforator tool and spray on wallpaper remover products similar to these
May be a redundant question, but did you "score" the walls before steaming? Have you tried the fabric softener trick?

There have been a couple times where we have just replaced the drywall, the time and labor just wasn't worth it, easier and cheaper to replace. Only as a last resort though.
Seems you have tried the basic options. It's possible the walls weren't primed or "sized" to prepare for wallpaper and was applied directly over bare walls. It will be hard pressed to get off. I would just prime over the wallpaper with a good stain blocking primer.
