A good acrylic primer and let that dry at least 48 hours. Anything less than 48 hours after your top coat it will chip and scrape off very easy.
none...contrary to what others think,having worked in a paint department it is not a recommended practice unless you want o deal with the peeling etc.down the road.
If it is really wall paper that is glued up using a water-based paste, you need to prime it with oil-based primer. If you put a water or latex paint or primer on such paper the glue can reactivate and the paper gets loose or bubbles up. After you have primed the paper it will be sealed and you can use latex paint or paper over it. If you have any seams that are open or loose you should fix them before you prime
Are you sure it is wallpaper or a vinyl wall? If it is wallpaper, please remove it first. If it a vinyl wallboard, prime it first.
