Just lightly sand to remove the gloss. Use Rust=Oleum or Krylon spray paint for metal. Several light coats will give you a smooth finish.
There are paints that include primer with the finish coat so you don't even have to prime if you don't want to. As with all painting, surface preparation is the difference between a fine job that looks like it was always there and one that fails. Sand or use a product called "deglosser" until all of the shine is gone. Spray painting will result in a smoother finish than brushing. Keep the coats light so the paint won't run (you should not expect full coverage in one coat). Follow directions on the can. It will come out great.
Clean prime and paint with rustoleum, your favourite color. You might have to lightly sand prior to the priming and wipe off.
