Depends on the look or effects your trying to accomplish when your done? You can paint it just as it is, but it won be the prettiest looking wall when your done. If it has grooves as most paneling does! You can fill in the grooves with mud or wood putty! Mud be easier and probably cheaper! Let dry and sand smooth! Then you can texture your paneling with a professional mud sprayer or use the texture spray cans that with a little practice works great too! I found that spraying a few light coats of texture starting out with the can set to spray a thick mud first. Then start over with the setting on medium and spray the wall a second coat and finally putting a third coat with the setting on small amount of mud gave me a very professional look to my textured wall. After it was painted no one could tell it from the professional textured walls in the house originally! If you texture your paneling and paint it will look just like a Sheetrock wall! If that’s the effect your looking for?
wood panels? I use latex base primer then 2 coats of whatever color you like
on top, but must wash,sand,patch,caulk.
white wash is a great look if you want some wood to show through.What is your decorating taste

WE filled the cracks with caulking when we did ours. Then we covered with one coat of aroma free Kilz primer, then painted it how we wanted it. It was easy and looked fantastic and the room got lighter and bigger!
Make sure the paneling is clean and dry. Prime with a good stain blocking primer like Zinsser 123 or BIN. Then paint like painting regular walls. If the paneling has grooves you can fill them with non shrink drywall patching compound. Just put on enough to fill the grooves. Let it dry overnight. Next day use a damp sponge to smooth the patch. Then prime and paint.
That picture looks like it's vinyl clad laminate. Clean well with TSP, use a good quality primer then a good quality paint. Paint over vinyl scratches easily.
I did this in our family room. First I lightly sanded then cleaned the walls off with a damp rag. Then I cleaned the walls with TSP to get the sheen off the walls. That step is important! Then I applied a primer that I had the paint store add my wall paint color into to help my walls go from a dark wood color to a lighter gray color. I did 2 coats of primer then I did 2 coats my wall color! SO worth it!!! And we did it all in about 5 hours...(last minute decision to get new carpet installed the next day and I was Not going to redo those walls with brand new cream colored carpet! Haha).
Clean, sand, prime and choose color...probably 2 coats or more
