This looks like ore than scratches; kind of like the deep gouges made by a Dremel and an abrasive wheel run amok. You can polish them out with an extraordinary amount of work but you must have better things to do. Make it a tool box knife and go buy another and have somebody teach you how to sharpen a blade.

This is a hopeless task. Easier to buy a new knife. Mercer is a great brand of knife at a reasonable price. They are sold on Amazon.
Or take to a professional, they can fix it for you too.

I haven’t tried it yet, but someone told me that using a piece of tin foil with warm water and just rubbing it with that helps
