Look for re-movable wall paper that will adhere to textured walls
use a nappy roller and paint.
You can try a faux finish, which I think looks terrific. Check out you tube to show you ways of doing it.
Another idea is either painting with sponge pieces or feathers. You Tube should also have articles on how to do each of them.
I have also recently seen where someone drew a connected geometric pattern on their living room walls and it looks terrific!

There is also a primer by Kilz High Build that is supposed to smooth walls some so it may lessen the appearance that can be rolled on.
You can "glue" fabric to the wall with laundry starch. It will pull right off the walls when you move or change your mind.
Keep in mind that when you move out your quarters are inspected and if any changes you make are unacceptable you’ll have to return it the way it was.
