Well, you're not going to be able to make the washer drain slower, but you can make the sink drain faster
How large is the drain? You can not and should not modify your washer. I would bet your drain in the wash tub is partially clogged. I would dump a box of baking soda in it followed by a few cups of vinegar. Let sit a half hour or so then run the taps and see if that helps. If not call a plumber.
You can't and shouldn't! The water is pumped out of the washer. Your drain is probably partially clogged. Try Naomie's suggestion. A plunger may also work. If that doesn't speed it up it may need to be rodded out.
