First, consult her vet. She may have a bit of a problem. As for the urine, Jan is spot on about the cleaning. I'll add to put down pee pads over the spot(s) where she's been going. Dogs have a tendency to go in the same spot. You're a good daughter to help your dad out. Good luck.
a 50/50 Mixture of ammonia and water applied to the area after it has been blotted up will neutralize the oder. Make sure to resaturate the area with mixture and blot it back up dry. After this apply baking soda then vacuum the spot though.
Vinegar and baking soda should lift the stain and remove the smell.
many female dogs "leak" especially as they age. I have in the past used white vinegar and diluted dish washing liquid and other similar products for SPCA kittens. I have since found a product at a local pet store that works really well. You should try your local store and see if they can suggest a product specific to pet urine.
