I would suggest having a handyman check the main water pressure regulator on your water line. I had the same problem, my regulator was near the water meter, nearly 50 yards from the house. Once the regulator was replaced no more problems. I had the pressure set for 55 PSI, that setting will not interfere with pressure sensitive things in your home (ie. Ice Maker in fridge).
Well or city water?
For city water there are pressure reducing valves available that should smooth out the ups and downs.
For well water you may need to adjust or replace the valve that turns the pump on and off. There should be a gauge on the system. If there is more than a 20 PSI swing it should be replaced.

You may have a water problem elsewhere in your home, like a toilet that keeps running or a dripping faucet, which your water pump can't keep up with.
